As time went on Michael Lacey and Jim Larkin uncovered some very unsettling evidence concerning Maricopa County’s “Toughest Sheriff.” While they knew that he was a racist, they never could imagine how prevalent his racism was.

If this was not bad enough, he gave the police force bonuses depending on how many illegal immigrant they shipped back to Mexico. However, the real heart-wrenching story is that Sheriff Joe Arpaio left several of his jail cells in substandard jail cells and labeled them “Mexi-cells” so that he could place Hispanics in them. These cells were so unsanitary that many Hispanics die once placed inside.
Michael Lacey and Jim Larkin exposed all of this. Sheriff Joe Arpaio obtained an illegal warrant and demanded the two men turn over all evidence or be arrested. Michael Lacey and Jim Larkin refused and were placed inside these “Mexi-cells.” However, this was a blessing in disguise.
Because the arrest was illegal, Michael Lacey and Jim Larkin were able to sue the Maricopa County and Sheriff Joe Arpaio and win $3.75 million in the lawsuit. They used this money to start the Lacey and Larkin Frontera Fund.
